How can I copy the files and folders in partition C to partition F. The only
bootable O.S. I have now is Wxp on partition C. I thought of using the MS-DOS
startup disk but MS-dos does not read NTFS partitions. Any suggestions?

You copy files and folders from one partion to another just as you from one
folder to another. There are lots of ways to do this. Here's one: in My
computer, select the files and folders you want to copy and press CTRL-C.
Then change to Drive F: (or whatever folder in drive F you want these in)
and press CTRL-V.
 
But some of the files on partition c are "in use" so they can not be copied!

Why do you want to copy files that are open?!?!? Close the program that
has the file open.
 
Wxp is on partition C. If one boots Wxp you will find that you can not copy
all of Wxp to another partition because part of it is "in use"!

You want to copy the entire C: partition? Use a third-party program like
Acronis True Image.
