Am using PowerPoint 2003, and would like to send a picture that is part of a
Power Point Presentation by e-mail to someone who doesn't have Power Pount.

doug

open your presentation

go to the slide with the picture on it

file menu

save as

change the filetype to JPG

give it a filename

click save

powerpoint will ask if you want to save the current slide as a jpg or every slide.

choose just this slide

Then you can add the saved jpg as an attachment to an email.

The other user does not need powerpoint to see the picture

What TAJ said. Or since you have 2003, you can rightclick the picture, choose
Save As Picture and go from there. That'll save just the picture, not the
whole slide.
