How can I change the standard installed user interface language?

I bought a new pc with Windows XP on it installed in
German. I'd like to change this to e.g. English or Dutch
for better understanding. What need I do to get this done?

Sorry, but you can't. You need to buy a whole new English or
Dutch version.
