How can i change the programs that are running in background

I have a virus on my computer. When i try to delete the file i cannot
because it says
that the file is being used. I believ it located in the java program.
And if i can stop the program from running i will be able to rid myself of
this problem

How are you trying to delete it?
Manually or are you using an A/V program?
Also what is the name of the virus?
