How can I change the Locale ?

I have already changed the regional setting to Australia but still get
American Date in Excel.

Someone has suggested that it might be problem with Locale. How can I get
it changed ?

Maybe a silly question but when you changed regional settings, did you
click Apply before OK?

START | CONTROL PANEL | REGIONAL SETTINGS | GENERAL tab

Choose your locale (ENGLISH (AUSTRALIA)) there & click SET DEFAULT

Change the Input Locale too:

If you have more than one language listed make Aussie English the default,
reboot if its not the default language previously then go back in & delete the
other language.

No, that isn't necessary. OK includes applying.

The difference between OK and Apply is

1. Apply applies the change and keeps the dialog box open.

2. OK applies the change and closes the dialog box.
