How can I block web access to vpn clients

I have alot of vpn clients that are accessing the web and not their work.
How can I stop web access without killing their access to other network
resources? I am using RRAS and Windows 2003 server.

Block access on the firewall/internet proxy for the IP block of the VPN
users.
