How can I block all web sites except the trusted ones?

Does anyone know how I can block out all web sites that
are not on my trusted site list?

I am using IE6 and it is on a Windows 2003 terminal server.

I have users going to BS web sites and getting a ton of
internet hijacking programs downloaded on to this server.
So to stop my problem I want to restrict web access
completey except for essential websites that I allow thru
a trusted list.

Any ideas anyone? I would appreciate it.
