How can I activate a language?

I created a installation with Spanish language but when it starts in english
(I have no English suport installed)

and how can I configure the Spanish Keyboard by default?

IIRC, there is no easy way to preset default keyboard in TD.
Search NG archive for cmiLangKbdxxxx.

Another trick you may try (I haven't tried it myself but I am just guessing here).
Find a User Locale component in the Configuration and change its cmiLangKbdPreload extended property to the keyboard layout you want
to be the default.
Or change the [HKEY_USERS\.DEFAULT\Keyboard Layout\Preload],"1" reg.value at run time and reboot.
