How can ATI .vcr files be edited?

How can ATI .vcr files be edited? For the least, I want to
cut some TV recording to what I like. Maybe even convert to
avi or mpeg format. Is it possible?
 
Converting to MPEG is done in "media library" by right clicking on file and
convert. Editing is not possible as far as I know as long as it's in the
".vcr" format.

Right click the saved file in MMC library and choose to export it in the
format of your choice. MMC includes no application to edit vcr files and I'm
unaware if there is anything that does.
