Is there a standard on closed-captions?

With ATI cards, only the recorded .vcr files can store the closed
captions. They can only be viewed with ATI player.

Now I'm buying a new TV card. It seems I'm stuck with ATI if I
want to play all the vcr files I've recorded so far.

Is there a closed-caption standard that TV card vendors follow so
that the recorded video can show closed-captions between vendors?

I installed them. But the video files still don't play with WMP
or other video player. What player should I use? Thanks.

Thanks. But they don't work for me. I installed both. Windows
Media Player 11 and VLC a .vcr file's sound, but no video. Any
idea? Thanks.
