How are file permissions set in XP Home sp2?

I have a set of documentation files on my C: drive stored in folder C:
\docs. The folder is not shared. In that folder there's an index.html
file that contains links to many other files. When I doubleclick
index.html, it brings up an IE7 window as expected, but when I click
any of the links inside it I get an "Error on page" on the status bar.
When I doubleclick the error to get the details they are as follows:

Line: 157 (this varies depending on which link I click)
Char: 1 (always char 1 no matter which link)
Error: Permission denied
Code: 0
URL: file:///C:/docs/index.html

Can someone please help?

I think that this index.html file uses scripting to perform some actions
other than just displaying a new HTML page when you click on a link. It
fails at line 157 of the script. When line 157 is executed, the permission
denied error occurs. For some errors, the char: value can be useful and
others default to Char:1.
Question: How was this docs folder structure installed on c:? copied from
a CD/DVD?

The docs contain Java documentation downloaded from java.sun.com in
the form of a zipped folder. I used the wizard to extract all the
files to C:\.

I looked at the info about the documentation downloads, and it looks like
you installed the documentation correctly -- you shouldn't be getting this
error. I was going to download some 'small' set of documentation, but I
don't really want to do a 50 MB download needlessly. Do you have the URL of
the zip file you downloaded, or the path of some small zip file that we can
both play with to figure out the problem?
