Hovering pointer automatically selects window

When I move my mouse and the pointer hovers over a window, that window jumps
to the front of all other windows. I typically have multiple windows open and
this drives me crazy! Is there a way to turn this function off?

Control Panel | Printers and Other Hardware | Mouse
From here you'll have to look around because it depends on the mouse, but
uncheck the option for Xmouse.

If you're using TweakUI, uncheck the "Activation follows Mouse (X-Mouse)"
option.
