Hovering Mouse activates inactive windows

When I have more than one window open and I simply move
my mouse over to an inactive window, it becomes the
active window without clicking the mouse button.

Is there an adjustment to fix this?

Hi Jeff,

That is the X-Mouse feature and can be turned off using
TweakUI for XP
