Hours are offset when synchronizing Outlook 2003 and Windows Mobile 6

When I synchronize my Windows Mobile 6 device with Microsoft Outlook 2003
using ActiveSync 4.5 the hours are offset on my Windows Mobile 6 device for
all the appointments. Both the device, Windows XP, and Outlook 2003 are set
to the same time zone,so I doubt that has anything to do with it. Why does
synchronization need to be so hard?

Next question just to narrow things down, by how much are they off?

Also you say Outlook is set to the same TZ as the WM device. Do you really
mean Outlook, or the PC? You can set the PC base time and Outlook's display
differently.

Next point is that there are typically more than one GMT +/- X for each time
zone. Are yours all exactly the same? Not one GMT -4, La Paz and another
GMT - 4, Santiago. These can differ by how and when DST and such are
handled.

As an FYI, outlook uses the same time zone as the computer - you can't
intentionally set it to use another time zone. Older versions were
occasionally affected by a bug that allowed the time zones to be different
but it's not expected behavior.

It's kind of weird, but one of the appointments is off by 5 hours
(6:00pm-8:00pm on my desktop, 1:00pm-3:00pm on my device) and another is off
by 4 hours (7:00pm-9:00pm on my desktop, 3:00pm-5:00pm on my device). Both
of these events are recurring, so maybe it has something to do with whether
or not I entered them during DST, but either way they are correct on my
desktop and different and wrong on my device (and wrong by more than one
hour, so there is something other than DST regardless).

When referring to the timezones I meant what I said, I have the timezone
specified for Windows XP and Outlook 2003 under Tools -> Options ->
Preferences -> Calendar Options, and I have them specified on my Windows
Mobile 6 device as well.

Also, I did use exactly the same timezone for all three timezone
specifications, so they should have the same DST.

Hopefully this narrows down the problem a little more. If there is any other
information that would be helpful, please ask.

Are there any differences in the offset between mid-march and early april
(and early Nov) and the rest of the year? If so, the update did not 'take'
on one system or you need to run the Outlook time zone tool.

I'm not 100% sure it's fixed, but here's what I did and what happened:

1. I uninstalled the previous version of the timezone tool and installed the
one you mentioned
2. I ran the Time Zone Daylight Savings Update Mode, it said nothing was
found that needed updated
3. I ran the Permanent Time Zone Move Mode, it found 6 that needed fixed, so
I let it fix them. Since I had my device plugged in while doing this, it
automatically synchronized afterwards. I noticed the incorrect appointment
time on my device screen change to the correct appointment time (hooray!),
but then a few seconds later it changed back to the wrong time again.
4. I then ran the Permanent Time Zone Move Mode again, and it found 2
appointments that needed fixing, so once again I let it fix them. And once
again my device automatically synchronized and I saw the appointment time on
the device screen change to the correct appointment time, and luckily this
time it stayed.

So hopefully everything will work correctly from now on, it just makes me a
little nervous when something looks like it tried to pretend to be fixed yet
I still end up using that process to fix it. But anyway, I want to thank you
very, very much for helping me find a solution that works. Thanks.

For the benefit of others who may find this thread - re: your Step 1 was
correct. Its very important that you use the newest version of the update
tool. Don't use the one included with Outlook 2007 RTM.
