In case you are not yet using the Outlook Connector;

It says Outlook is offline or Hotmail?
Verify that File-> Work Offline isn't selected

Nope, the Outlook Connector is free to be used. The free version only syncs
mail but that is the same when using the default HTTP account type in
Outlook itself. My experience with the Outlook Connector is that it is
superior in maintaining the connection, caching and performance.
