Hotmail Will Not Connect with Outlook 2003

Two days ago I began having problems with Outlook 2003
downloading/receiving/sending email to/from my Hotmail account. When
Outlook attempts to download messages, a window pops up that says,

"Please enter your username and password to access the server:

Server: http://services.msn.com/svcs//hotmail/httpmail.asp
Username: xxxxxxx
Password: xxxxxxx"

After I enter my username and password and select, "Remember Password"
and click "OK" the window disappears for about 2 seconds and then pops
back up. I then click "OK" and then the process happens again. The
window will NOT stop popping up requesting username and password and
will NOT allow me to send/receive my Hotmail email.

I have removed the hotmail account and set it up again according to the
directions outlined on Microsoft's webpage but the issue continues.

What is going on? Any suggestions? Any ideas?

Are you using IE 7? If you are using IE 7 it does not work, I tried it and
an MVP asked me to install some patches to get that issue resolved, but I
did not and just uninstalled it and it works fine with IE 6.0 browser.

Neil,

Thank you so much! And now that you mention it, this problem does
coincide with my installing IE7. So my question is this: Why does
installing IE 7 have anything to do with how Outlook works?

I will definitely just uninstall and use 6.0. Thank you very much for
your quick help!

Neil,

Just tried to uninstall IE 7 and it is not in my "Add Remove Programs"
and it is nowhere to be found in my start menu. When I attempted to
install IE 6 it wouldn't let me because it said a newer version of IE
was detected.

It should show up in Add or Remove Programs as "Windows Internet Explorer
V7"
