Trouble sending mail to Hotmail using Outlook and my Outlook-Comcast

I uninstalled and reinstalled hotmail as Outlook account.

Weird, I can send and recieve selecting hotmail as the sending account and I
can recieve from Hotmail, But I cannot send TO HOTMAIL when outlook-comcast
is selected as default mail shows up in the sent box but not recieved in
Hotmail???

it works fine if I send from browser Comcast site but not from my Outlook.
