Still can't get a workable answer as to why I continue to
get nagged about installing this hotfix, when I know that
it's been installed successfully.

I have two computers side-by-side, one continues to state
that I need the hotfix and the other does not. The
computer with the problem is a new DELL running Windows
XP Pro. Is it possible that the Dell OEM version of
Windows XP has a problem?

Prevent Windows Update from prompting you to install a Hotfix
you know is already installed.

Thanks, Carey, but I do know how to stop the nagging. I'm
really looking for an answer to whether or not it is the
DELL OEM version of Windows XP that is causing the
problem.

The problem is that particular update is not recorded in the registry
as being installed. It's not a problem related to the Dell OEM version
of Windows XP. Why it's not registering as installed is anyone's guess.
I had this happen with one of the updates recently, and I'm running
a retail version of Windows XP. Doug's solution worked for me.

Doug's fix did not work for me.

I have checked all the registry settings and they're
fine. I've gone through the whole process of eliminating
the catroot2, etc.

I spoke (about 2 hours worth) with a Microsoft technician
and he was working on a DELL machine. He also had the
same problem. He said that many others had reported the
problem and it had been escallated to the top support
team. However, no fixes have been offered. That's why I
questioned the OEM version.

You can also verify the files that this update rollup installed by reviewing one of the following registry keys:

Windows XP w/SP1:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Updates\Windows XP\SP2\KB826939\Filelist

Windows XP w/o SP1:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Updates\Windows XP\SP1\KB826939\Filelist

Now that is truely interesting!

On the machine that has the hotfix update nag, KB826939
does show up under SP2 path, and it has a file list with
just a default line. I deleted the registry entry and
reinstalled the hotfix and the registry entry appeared
again and the update scan still shows the update missing.

On the machine that says that no updates are required
(available), I did a registry search for KB826939 and it
does not show up at all. Not even in the paths you gave
me.

You can also verify the files that this update rollup
installed by reviewing one of the following registry keys:

Fire up the search engine, look for a folder named catroot2. Either delete
it or rename it. Don't reboot, then download the Microsoft patch again,
reboot(the catroot2 folder will be recreated).

Did what you said (had already tried it before) and the
same thing happens. Still wants to install KB826939. The
only interesting thing is that under the registry update
settings path the hotfix shows as installed. On a machine
running a different version of XP Pro, the hotfix does
not show up in the registry AND when I scan for updates I
don't get an instal KB826939 message.
