I am specifically having this problem, but can't find
anywhere to download the hotfix mentioned in this article.

Hotfixes are password protected & the password changes
on a regular schedule. Even if posted on the Net, I wouldn't
trust or use it. You'll need to phone Microsoft and request a
hotfix, telling them that your system has the problems identified
in the technote for it.

Such tentative fixes are not put out generally until they have been
fully checked, but are available if you are seriously affected. In that
case call support, and lead off immediately by saying you want this
hotfix because you *are* severely affected. You will not then be
charged. You may be asked to provide feedback on how effective the fix
is and whether there are any side effects
