hotfix 829343 location?

Is there a location I can directly access a hotfix for
Outlook? I'm looking specifically for hotfix # 829343.

I am using a licensed version that is covered under
academic agreement by a local college (my wife is an
employee there, and is covered under the agreement). Her
outlook doesn't work correctly, getting various timeout
error messages and retransmissions which this hotfix is
supposed to resolve. Because the license doesn't belong
directly to us, it appears that we have to go through the
college to get the hotfix, and their IT department is
tiny and overloaded.

Meantime, I need to fix the problem for her. Anyone know
where to get this?
