Hosts and Networks files

I want to set up my computer to NOT access a bunch (60,000,000+-) of ip
addresses. Many of these addresses are in a range or two. Can I use the
Hosts or Networks files to accomplish this? If so, I know how to enter a
single address for a single domain but nothing more. That reminds me, these
addresses don't have domain names.
 
The simplest solution would be to block these ranges with a firewall. The
Windows Firewall doesn't allow a range(s) of IP's but any of the decent free
ones do.
