Host Not Accepting Incoming Connection

I have two XP Pro machines with RDP enabled. They are behind a router.
Machine1 is using Port 3389, and Machine2 is on Port 3390. Both machines
have accepted incoming connections with no problem for months. Machine2
is working well, but Machine1 has now stopped accepted incoming
connections. The firewall is not enabled, port 3389 is forward to the
machine, the machine has a static IP address, port 3389 is forwarded to
the static IP, the port forwarding is enable (TCP and UDP), Machine1 is
enabled for remote access, the user is part of the Remote Users Group,
but I cannot access the machine.

Of course the machine has been rebooted. I have not yet been able to
reboot the router, which I will do, but what else could the problem be?
Machine1 does not have any security software, like Symantec or
ZoneAlarm, and it is free of viruses and spyware. Where do I look next?

Can you access the PC over its local LAN from another PC or is this simply a
remote access issue?

Look in the event log for clues also...

Many routers require restart after NAT settings change. Restart that router
and check things again.
