host lookup did not complete: retry timeout exceeded

When I get this error message after sending an email "host lookup did not
complete: retry timeout exceeded" where is the error?

Is it at my ISP?
Is it in my Outlook?
Is it on the recipient's ISP

are you running with exchange server?
which outlook version are you using ?
it's an smtp/isp problem, but I've never seen outlook reporting it in this
way!
