Horizontal lines all over screen

When I start up my computer eveything is fine until I get
to the desktop then there is a series of colourful
horizontal lines all over the screen, I am using an old
monitor at the moment but I didn't think this mattered.
The windows XP logo is displayed fine then this happens.
Please Help!
 
It can matter if the refresh rate on the monitor is off. Have you also
checked your video card drivers?
