hopefully simple external drive question for some smart geek

Hi! I have a USB 2 external drive enclosure that I put my old har
drive into that my Dell XP is not picking up. Wondering if there i
a special order to plug in and then turn on. I think I have trie
every option but may have missed one. Went into disk management a
was suggested by the manufacter and could not find it listed ther
either. Any suggestions? Thanks so much!!
 
Did you set the drive to master from cable select? Some of the enclosures i
have used require that.

Does the drive appear in Device Manager?
Does the icon to disconnect the drive appear in the tray?
