home page problem

Just recently my home page automatically became:
res://mshp.dll/index.html#10213 and every time I went
into Tools and Internet Options to put in another home
page, it worked for one or two times on the explorer
browser, only to keep returning to this obnoxious page.
What can I do?

Run the "Cool Web Shredder"

Ensure all instances of IE & OE are closed, hit the executable and
follow the prompts.
