Home admin - separating accounts

My kid for the last year had access to the one account on the upstairs
PC. After finding my password in a keylogger he installed, we are now
needing to create a separate account for him.

I created the account, and then as the admin account, I used Beyond
Compare (much like WinDiff) to balance the documents and settings
between the admin account and the new account.

I seem to be having to reinstall programs over in the new account
because programs that are already installed won't run as the new
account. But then it hollers because as the new account, no
administration rights exist.

What do I need to do?

when you create accounts, old or new it has to have
''PERMISSION'' so that is why the system will not
recognize it for now.
