Ho do I add hover command to insert menu in fp 2004?

The recomended method just does not work - it does not allow to dragthe hover
command to the insert category.

There is only one command on the Insert menu - Hover button. I found there
was a problem with one of the authoring options, and everything is OK now.

You can't there is no such thing as Frontpage 2004. (Yes I assume you probably
mean FP 2003 or 2002)

I had no trouble dragging the "hover button" options to the menu bar from the
"customise" dialogue.
