"hkcmd.exe - no entry point" error message

I have a PC that receives the following error message everytime anyone logs
on: "The procedure entry point IsDisplayDeviceActive could not be located in
the dynamic link library hccutils.dll.". It is followed up with the subject
line error message. It is a new PC to me and I have no history. Any ideas?

Check the hardware manufacturer's web site for the latest Windows 2000
driver for your graphics adapter. Appear to be Intel components.
