History not populated

My history is set to keep at 20 day record, yet no
entries are ever made, websites aren't tracked at all.
What setting could block site tracking? Any help is much
appreciated, Thanks.
 
Tools/Internet Options/Advanced tab under Security.
Empty TIF when internet is closed.
