Access hippa compliance on ms access with mysql backend

i read somewhere that i can use ms access as a front end and mysql backend and be hippa compliant? i have a user log in with user level restrictions for each data. is there anything else i need to consider? i already have the ssn and insurance numbers heavily encrypted.
