highwater mark?

Is this a cruel joke? I keep getting a message that says
I am approaching a highwater mark, I delete like crazy
but I keep getting it. Is this a joke?
 
No, it's message from your provider. Logon to your webbased mailclient
provided by your ISP and delete messages from the server.
