High Encryption pack ??

Dear Si
Because i need to upgrade my NT domain to windows 2000 domain, and upgrade the password from winnt to win2000
I used the ADMT2 to do the migration, I follow the instruction in the the web site. But when i set the password export server, it display a error message say "Need High encryption pack!". But i can not find the microsoft web site

I want to ask where can download the high encryption pack for win NT or what ca i do ?
