High CPU usage after hibernation

I got high CPU usage problem after hibernation. Task Manager
shows no clue. Process Explorer tells me "Hardware Interrupts".
The only solution I found is clicking "Scan for hardware changes"
button on the Device Manager window.

Any idea?

Hibernation is borked. If hibernation had worked, the machine
would be turned off after everything it needed was written to
disk. Power goes off. So if that's not happening, hibernation
never completed.
Sometimes you can fix this with MS's BootVis.msi - search for
it on a search engine; it's available all over the place.
