Hierarchical tasks

I'd like to have tasks that have sub-tasks which have sub-tasks, etc...
And then be able to view it in a tree format. Is this possible in
Outlook or will I need to write some VB code?

You want a project management tool, not Outlook.

Yes, you are correct. That is what I'm trying to do on a very budget
budget (with either, some quick and easy developement or cheap plugin
purchase. If this isn't possible to do via outlook customization or
simple code development, please let me know if you're aware of any
outlook plugin that can do it or similar.

But... to clarify. I need said functionality to be integrated with
Outlook. That's a definite part of the design spec. All I'm looking to
do is give them a little addititional organization in the tasks folder.
