Hide when inactive

Just install a new driver for my ATI graphic card on my Pentium 4
XP HE.

After that the "Hide when inactive" feature was working but I started
all the programs I had stop and then the toolbar became fixe. No more
arrow to go in both directions.

The settings for all the icons are set to "Hide when inactive" but now
all the icons stay there.

Any suggestion?
