I am about to start an Internet cafe in the next coupla months, and I want
to set some security. I want to stop access to the second partition where
the ghost image is kept, I also want to lock the users from being able to
delete files or add files to the windows and program files folders. The
security level on restricted allows them to do this. Is there an easy
program, or regedits to accomplish this, and what are they please?

You might try

Doug's Windows XP Security Console

Its free and might do what you need.
 
Any ideas on a program that I can run across the network that stops internet
access based on time?

This works real well on a workgroup computer but I am on a domain ;( Any
ideas on 1 that will work on a domain, I am not good at all with group
policy.
