Hidden taskbar flickers

Just installed Vista Ultimate.
Everything is running smoothly, only one annoying glitch:
my hidden taskbar is randomly flickering on the bottom of the screen. It
reappears for just a half-second or so, but it is doing it pretty much all
the time.
Tried closing all the running programms - no luck, taskbar continues to
flicker.

Help please.
 
No, this is a clean install.
I really cannot say if this error was from the start, I turned turned
auto-hide after several day after installing Windows.

It seems that there can be a faulty driver installed - I turned off and
killed all running application. And reinstalled video card drivers.

But how can I found out what is causing that abnorman behaviour?
 
Here is my 2 cents worht.... I too experience this flicker.
I have vista ultimate 64- bit. I found that it is nothing to worry about (in
my case anyways) In my case what is happening is when I'm receiving e-mails,
the hidden taskbar flickers. everytime this happens I check my e-mails and
sure enough new e-mails have arrived.

New account doesn't have this glitch, but unsecapp.exe doesn't load with
startup, it only loads under my account.
I have pin-pointed that there is a problem with my Scientific-Atlanta
WebSTAR USB Cable Modem 2000 driver - after uninstalling the driver the
flickering stopped. New install for driver - and the glitch is back on.
Using driver from official website (not sure if it is Vista certified).
But I remember not having this issue with my last installation of Windows.
Same hardware, same Windows, but without this glitch.
Help?
 
Just noting that I have had this same problem too...taskbar on auto-hide
would flicker like crazy, and I can't drag an icon to the taskbar and have it
pop-up automatically like XP did...at least this is the solution to one of
the problems.

So I can confirm too, that unsecapp.exe is the cause of taskbar flickering
problems when auto-hide is on...but of course it's said it is needed...so
what to do?
