Log in taskbar dissapears (hidden)

When I login to vista after sleep, the taskbar is hidden. The start button
is visible and their is an empty space below working programs where the
taskbar should be. My only fix is to Right Click Start Menu, Properties,
Click Hide Taskbar, Then Click the Hide Taskbar box again to deselect the
checkbox...and press okay...the taskbar reappears as it should.
Can anyone explain why this is happening? I think it all started when I
reinstalled antivirus and firewall programs after updating to Vista.

PS Using laptop HP dv6000. Also the screen flickers 3 times on original
login and when i re-loggin.
