When I connect to the internet, I find a lot of traffic going through my
modem even if I don't have any browser open. Something on my system is
sending and receiving data without my prompting. Spybot, Nortons and
TrendMicrosystem virus checkers show nothing, so there is a rouge program
running in the background. How can I monitor this traffic and locate what
doing this and where its going?

What does your firewall show?

Have you tried running the Task Manager and looked in the processes
tab. You should see all active processes on the machine? If you could
list the processes I could tell you whether you have any dodgy
processes running in the backgroud on the pc.

If none of the above work, then search for rootkit revealer. It's a free
program that can detect if a rootkit.program is running. Rootkits cannot be
detected by task manager.
