hidden local settings folder

The Local Settings folder runs hidden. I have checked show syst. folders,
show hidden folders & unchecked hide protected syst. files file options to no
avail. The only way I can access this folder is to do a search click on file
properties & uncheck hidden file or type C:\Documents and Settings\user\Local
Settings into the explorer address bar each time I boot up. What's the fix?

Do you Hit F5 to refresh after unchecking the "Hide the Files and Folders
system"?.
