Go to your Control Panel and open up "System". In there, go to the Hardware
tab and open "Device Manager". Then choose your keyboard and/or mouse from
the list, right click and choose Properties. On the Power Management tab,
choose to allow that device to bring the computer out of standby. Does that
help any?

I'm not sure about waking from hibernation, however, as I typically use the
power button on my system to start it back up after hibernation. Standby is
taken care of by using the above, though.

Hibernation saves the contents of the memory on the hard disk and then
shuts off the computer. Therefore, the computer would not respond to
the keyboard. You use the power button to resume from hibernation.
