The following provides a PDF to HTML conversion ....

http://sourceforge.net/projects/pdftohtml/

This is a command-line tool and I've only done
limited testing with a few files ....

A couple of files converted very well
while another one I tried didn't convert
at all, but I think it's at least worth
more testing ....

Note folks - that "allow/deny cut and paste" is a setting in acrobat creator
and distiller. The creator of the PDF can turn these features on or off
when creating the PDF (along with the features print, save, and copy). If
copy is denied, I doubt there is any tool that will extract text from it.
