HelpCtr.exe - Unable To Locate Component

Hi can any tell me how to fix this problem which occurs
when try and open Windows XP Help Centre.
HelpCtr.exe - Unable To Located Component

This application has failed to start because framedyn.dll
was not found. Re-installing the application may fix
this problem.

Any help will be appreciated.
