Might I suggest using the built-in Windows XP Help and Support feature?
Example:

- Connect to the Internet...
- Start button --> Help and Support --> search for:

partition second hard drive

- Expand "Microsoft Knowledge Base" section and you should find a link to:
http://support.microsoft.com/kb/313348

I might also suggest using Google...
Example:

- Connect tot he Internet...
- Open Internet Explorer
- Visit http://www.google.com/
- Search for:

partition second hard drive in Windows XP

- One of the links that comes up:

Has a section (step-by-step instructions) titled, "Formatting a Secondary
Hard Drive"...

That you particularly ask how to partition a second hard disk and not merely
how to partition a hard disk prompts me to ask -
why do you want to partition the hard disk
do you really want to **partition** the second or just to format it?

If you want to format it go into Windows Explorer, right click on the hard
disk and click on format.

If you want to partition a hard disk which contains files you want to keep
you'll need something like Partition Magic. There are several around so I'd
suggest you Google for software that suits you.
