Was Windows ME a typo and you really meant Windows XP?
If so, you can just use your Windows XP cd and boot into
the recovery console. Instructions here -
http://support.microsoft.com/default.aspx?scid=kb;en-
us;314058&Product=winxp

If you don't have your XP cd then you can find
instructions here to create a boot disk.
http://support.microsoft.com/default.aspx?scid=kb;en-
us;311073&Product=winxp - Note that these instructions
only apply if your Windows XP was installed on an NTFS
partition. If Windows XP came preinstalled or you
installed XP onto an unformatted disk, this should be the
case. If you upgraded from an earlier version of
Windows, you may have a FAT16 or FAT32 partition and this
won't work.
