HELP !!!

Hi all
My PC would not boot after i tried to instal the DVD .
Took in to be repaired.Technician reinstalled operating
system in the C:\Windows. Log-on administrative sign- on
and password no longer opens files and folders that were
password protected. Used disk space indicates these files
are still present on hard drive. Help! HELp
