Does this happen when you use Safe Mode ?
(Press F8 several times before the Windows logo appears and then select Safe
Mode with networking)

If NO ...
then use MSCONFIG (open Run box and type msconfig) to view all the
applications that are loading at startup. Make a note of which ones have
ticks and then remove all ticks. Reboot and if error goes away start adding
the back one-by-one until you have found the culprit.

If YES ...
Sound like your user profile may have become corrupted.
