Help with Windows Installer

Ok. The Problem is that when I try to use it to remove
some programs or add them, I get the Windows Installer
Error 1601. I cant even find the darn thing except in
services, but I dont know how to fix it. I have windows
xp home and really need to reinstall my printer program
and have tried everything to do so, but I cant get the
previous instal off my hard drive. I tied to instal some
things for Mic. Front Page and get the 1601 message. Is
there a way to uninstall and then reinstall the darn
thing? Any help would be greatly appreciated, for I have
spent countless hours trying to figure out my problem and
finally, (After calling HP support) found my problem to
be the WI. PLEASE HELP! PLEASE! Its driving me freaking
mad. Thank you!

I have tried the top two fixes listed in the link below.
However, in the third it mentions:
Method Three: Apply Hotfix
You must install the hotfix Msiregmv.exe. This hotfix
moves all the windows installer 1.x data registry keys to
the Windows installer 2.x registry data location.

But it doesn't indicate the location of that hotfix. I
have searched the downloads and in general for that file
with no luck. Does anyone have an idea where I might find
it?

I can't seem to install the Office SP-1, nor can I
uninstall my Office. I am at Windows SP3.

I was able to get SyOffice XP to repair/install after I used the fix in
article 324906 (Microsoft) and then was able to get instmsiw.exe to
install, even though I still have the blank Add/Remove window, which I'm
still working on.I'm using Cleansweep 2003 temporarily to deal with
add/remove issues. The last resort would a re-install
