Help with verisign Certificate

I am trying to load a certificate to an XP machine.
Gives error message of you are using an outdated file or
have not installed "OnsiteMSI". It has all windows
updates and service pack 1. Even loaded OnsiteMSI.
Still same problem.

Hello Joe,
You may need to talk with the vendor of the application related to the
certificate. This does not appear to be a Microsoft product. I don't have
enough information to offer you assistance.
